Putting 2 + 2 together it just looks a simple case of not enough money to cover run costs with land/rent/wages to go forward, when you have a 'committee' those individuals have to be confident that what they represent can pay its way.
You can't make a decent golf course work at £15 per round full stop. Selling golf at £15 just undermines the membership position, it might not be totally their fault it is very competitive around the M25, others may have trashed the price to mop up business, sadly the run costs are much more, labour starts at £10 per hour. Sadly lowest price for golf is very important to customers another anti of the GCA think.
If they are CASC then they have to have a FULL membership at about £520 per year. Any club still on CASC that owns its land is completely mad, somewhere like Painswick makes sense, CASC was set up for little 9 holers run by a few helpers.
