It was a dark and stormy night. Friday in Gold Beach. Saturday morning I drove past the Pistol River site to some great scenery, particularly Natural Bridges turnout. Then back up to Port Orford and the meeting. The Pacific Gales project is on the agenda of the Curry County Planning Commission on the 23rd and they had scheduled two meeting for county residents in the northern portion of Curry.    http://www.co.curry.or.us/publicservices/publicservices.html

Being good neighbors is important. In fact the first questions were was this going to be another Bandon resort. The more people on your side, the better your chances.

The LLC is still in the permitting process and were circumspect on what they said and probably will remain so until they receive a green light. 

Location - Just south of the bluff which drops down to the Elk River bottomland. The beach cliffs are about 100 ft high, similar to Bandon. Slightly under 60 acres of dunes on the west side and the rest of the golf course is on silty clay and sandy loam.

Access - Along Knapp Rd. Diagonal down to a reception area and parking. Players will be shuttled to the clubhouse, offset back from the cliffs, which will overlook the 9th and 18th greens. They are trying to minimize the footprint.

The course will be fescue, a blend of creeping red and chewing in the playing surfaces and rough of American sheeps and hard fescues. They will have carts and caddies, and walking will be encouraged. Morning and evening loops are possible

They are looking for a golf/town symbiosis, such as seen at Ballybunion and Lahinch. Port Orford is only a couple of miles away. The hope is that others will upgrade accommodation and dining opportunities there.

The course will have four or five holes fronting the Pacific. With the current routing proposal the north nine will have a counterclockwise loop and come back along the northern bluff. The south nine has a coastal finish with the interior holes having an eastish-westish orientation. There will be full practice facilities. The nines may alternate depending on the wind so the finish won't be into the wind.

Timing - is totally dependent on the permitting process. Like Bandon figure one spring season of construction, one fall season of construction,
a period of preview rounds and another winter of grow-in before the hard opening.

As I mentioned before, Curry County is economically depressed with a low tax base because of the O&C timberlands. They depend on recreation and tourism. Pacific Gales could be an important anchor for the northern portion of the county.

Earlier in the thread, and in the Jim Haley interview, there is plenty of evidence that many people think the site should produce a very good golf course. It will draw some people from Bandon. It is only 15 minutes south of Bandon Biota and Bandon Crossings. It will likely be priced somewhere between them.

Thanks Pete. If the project is as community and environmentally committed as it sounds, it will be an asset to Port Orford and to the game. Do you have any feel for the character of the property beyond the cliffs and soil base? Were you able to get a look at the movement of the terrain or anything like that?

You can probably go to a satellite view and find Knapp Rd north of Port Orford. Look west and the sand dune stretches the length of PG. I covered soils already. It is private property and I did not have permission. That will change later this year. From what I understand many people in the golf industry have been on site and like it very much. The property is on an uplifted bench maybe 100 feet above sea level and it has about 50-60 acres of dunes, which will probably hold about 6 holes. The rest is low grade pasture and wooded areas plus wetlands.  I may be wrong but it is not dissimilar to the inland  (1,2,17,18) holes of Old Macdonald

Update: Curry County Planning Commission voted unanimously to approve the developer's request for a conditional use permit.  This occurred on Feb 27.  Here is a link to the article that was posted on the Pacific Gales website

The environmental group, the Oregon Coast Alliance has filed an appeal on county consideration for Pacific Gales. The proposal was supposed to go before the Curry County Commission this Thursday, March 27th. The appeal delays that appearance until April 17th.

The county planning commission approved the course last month. The way I read their final order, it is final and anything appealed in that procedure cannot be reappealed. They have to cover new ground. That should throw out most of the OAC's latest gambit.

The OAC is relitigating the exclusive farm use of high value farmland. They already appealed that and lost.

They claim the golf course uses too much land, since it is more than 150 acres.

They allege the buildings are too large because they conflict with the Port Orford urban boundary rules. Those rules limit capacity to 100, which is what the size of the proposed structure.

The OAC is looking for clearer language on monitoring plans and archealogical stuff.  They may have a point, but it's no smoking gun.

They are concerned about salmon in a nearby river, which has already been appealed, and they lost.

The three weeks of delay hopefully won't impact their overall construction schedule any more than this August's music festival in nearby Sixes.

Shane is right. The approval last Thursday was a verbal notification. Next step is the wriiten announcement at their next meeting, scheduled May 27th. When that is sent/published that starts a 15 day clock for additional appeals, which pushes the project to mid-June at the earliest. Chck back in just before the US Open.

Hopefully there will be enough time to complete nine holes this summer and early fall. In my epinion it would be a shame if ORCA continues to appeal the process because the local government and the local community members of Port Orford strongly back the project.

Don't know. This was a pro forma meeting. They were supposed to publish what they announced about two weeks ago. Today,or maybe tomoerow starts a 15 day long appeals period, like I said in my last post :o Nothing to do but wait until JUne 10th or so (my math is fuzzy). I'm at Sagebrush.

Due to the length of time of the appeals process and climate that probably puts to bed any chance of this year's projected construction of nine holes. Whether that has any impact on the anticipated April 2016 opening date is left to the developers.

back before the Curry County Planning Commision. Meeting Thursday, but Oregon Coast Alliance (ORCA) may delay. Course redesigned to avoid certain pasture land, building size (100 person capacity) redefined.

This sort of tweaking and reworking is crazy.  Has anyone ever tried to post no trespassing signs and rushing through the process and litigating like crazy from the get-go?  A few lawyers is cheaper than sitting on your hands for years.  Sure this is why SLAPP laws exist but, jeez.

fills out the timeframe and expectations. Both sides have deadlines and the Curry County Planning Commission will deliberate and decide October 23rd. Bottom line is no final decision this year, and probably until spring 2015 as it will be appealed to the County Commission and then the Oregon Land use Board of Appeals (LUBA).

An interesting part of the article is this passage:
"The group also claims that the golf course is too large, since Oregon Administrative Rules describe 18-hole golf courses as being “about 120 to 150 acres” and Pacific Gales would use close to 200 acres of land."

That used to be true for core golf courses but is extremely out of date and ignores the sizes of five recent courses a few in the next county to the north. What would an up to date estimate, and how does one go about changing the definition (retroactively )?

The complicated, nuanced mind of "progressives"!  On the other hand, if the implications of the "Golf courses for sale (on the cheap)" thread are correct, these good, smart people are just savings us from ourselves.  Too many courses already.  Who needs one more?
