Jeff,

The answer is Yes - cost is as important as conditioning.
That model would be very cost effective and the course a more consistent performer over the long run on conditioning.
It will build and hold a dedicated core - which equates to a successful business.
My opinion.

The issue most courses have is their neighbours - having the slowest greens of the group is a tough sell.
If your isolated, the issue is easier to manage, if your surrounded by other competitors, you may have troubles.
With every golf development bubble, the end was unexpected and brutal....

Tom,
I play Goat Hill regularly where the greens "run" 6, I then, sometimes in the same day,
play at The Bridge where they run 11-12 depending on day of the week.
It takes one putt and some observation to make an adjustment.

Have the greens at goat hill really ever been as fast as 6!?

Probably not, 14 downhill -2 uphill, so I got 6 ;D ;D

Rustic Canyon is the course with width that has greens that indeed take chances as far as slope is concerned.  Played there last week under optimal firm and fast conditions--one player in our group was routinely hitting it 350 with a 380 yard drive on the 1st, which played as 10 because of morning frost. Rustic is a hit among Los Angeles golfers.
