Are there any? With "golf resort" I mean a great hotel plus on-site golf course. I know that there are a lot of good courses in both countries, but do any of them have an on-premise hotel that does more than just sleep visiting golfers? It should be worthwile for non-golfers as well, for example with wellness/spa offerings.

Although it is not strictly a resort, the combo Spa in Belgium (yes, that is what the place is called), with Royal GC des Fagnes is excellent; plenty of nice hotels and restaurants in town and a vintage Tom Simpson Golf course with weekend access. You may even be able to combine with Royal Sart-Tilman, an underrated Simpson classic near Liege.
Royal Zoute at Knokke is another option; great dormie house, fine Belgian cuisine and lots of hotels with spa and restaurants nearby as well in the resort town of Knokke.
The dutch classics are all private courses with limited weekday access and little or no options during weekends.
