I didn't read it that way. I think that just means the course has at least 12 ballots, but less than 15. If it has less than 12, its still missing.
Actually, I think it may have been rated that low. Looking at the "Best New Course Listings" for 2010, Ballyhack was given an average rating of 6.33, which would fall outside the Top 200 (assuming the rating scales are the same for both lists).
Given that, a rating of 6.33 (compared to 6.43 for #200) is nothing short of a travesty.
I would love to see the ratings in more detail to determine where these people think Ballyhack falls short. Again, I'll reiterate my theory that certain raters are "amenity-spoiled" and couldn't get past the fact that the temporary club-house and pro-shop were simply trailers throughout 2010.
Now that the grandiose clubhouse is being completed, I wonder if the "course" will be deemed better in future years.
