Mark,

That photo makes the second shot look much harder than it actually is.  Its virtually a punchbowl - well half a one anyway - with the slope on the left of the green feeding balls toward the hole.  The green has its subtle challenges but its not radical and there's plenty of short grass around it.

I've played the course perhaps 10 or 15 times and hit a midele to short iron into that green on at least half of those occasions - unless it was into the wind, pretty much any time I really caught my drive.  With an 8 iron in your hands its really not that hard.  17 at the old course on the other hand is difficult with a sand wedge!

I'll throw in a smoky.....13 at Prestwick.  Surely one of the toughest greens to hit in the UK......except of course for 17 at TOC.

You might want to think about this question in relation to the type of golfer and the event. 

For the top 200 in the world, the second shot at ANGC 13.

8th Royal St Georges usually against the breeze, semi blind to a narrow green surrounded by trouble.

I am not asserting the drive is more dangerous - just more difficult. Neither shot is particularly dangerous - no OOB, no fairway bunkers where you chop out sideways and can't reach in three, no water and almost no chance of a lost ball.
And at 458 meters the hole is easily long enough to qualify as a short par five.It is only a quirk of the scorecard that its a par 4.
If it was a par five would it be the 'hardest second shot in golf?'
No. The second shot at the 12th at Kingston Heath is  a more dangerous - and difficult - second shot into a par five.There is no question 13 is one of the hardest par 4s in Australia but it is not a hole a good player is ever contemplating making 6.
For a higher marker it is harder - but its a three shot hole and, sensibly played, an easy hole to make 5

Anyone playing The Road Hole for example is always aware of the places where making 6 is a real possibility.

Do you agree with that notion ? or not ? Why ?

What other "harder" one's are out there ?

The approach to #8 isn't even the hardest second shot at Pebble.  Not by a long shot.  The announcer who said that is a dope.  It may be the BEST second shot in golf, but it's not even in the realm of reason that it's the hardest....

The hardest 2nd shot I've seen for quite some time was #17 at Pebble..... ;D
