Having lived in the area for almost 10 years now, I know the course will do very well. In Victoria there is only two decent good $50-$80 courses, Cordova Bay and Olympic View. Cordova Bay does really well because it's a solid, fair, well conditioned public course. Olympic is run by GolfBC as isn't quite up the same standard as Cordova and is located in the ever growing and busy area of Langford. Bear Mountain's new Valley Course does not receive anywhere near the same amount of local play because it's out of the way, overpriced and not very forgiving despite being new a fresh.
Unfortunately for all the public players they do not have access to Royal Colwood, Gorge Vale, Uplands or Victoria Golf Club. Left over is Cedar Hill (par 67 muni, fun to play), Arbutus Ridge (weak layout surrounded closely by a cookie cutter late 89's housing development), Glen Meadows (a great property that needs a serious remake) and some par 3 and executive courses.
Highland Pacific has lots of things going for it. It's brand new, has good marketing, weak competitors and a very dedicated staff.
If Highland Pacific provides a great value for the price and people enjoy the course, then it will only succeed.
