Back in 1935, Perry Maxwell had this to say about bunkers, "Large numbers of bunkers are not only unnecessary but also undesirable.  From 20-25, plus the natural obstacles, are ample for any course.  Millions of dollars annually are wasted in devastating the earth; in obstructing the flow of the rainfall; in creating impossible conditions."  

He went on to say, "Don’t blame all of this on the architects; the guilt lies primarily with the influential misguided club members who take sadistic joy in torturing the good earth.  As a result the majority of American golf clubs are in the red, gore of the steam shovel, blood drawn by the mound-builders.  We have learned nothing from Scotland or England where the ancient and honorable game can be enjoyed on marvelous links at one tenth the admission  fees, dues, green fee, etc."

I'd agree, it's just that the tee shot on # 17 has such an overwhelming impact on the play of the hole.

William Flynn in 1927 - "Most courses have entirely too many traps that are badly placed and poorly constructed; that cost too much money to maintain; and whose removal would help the average player, improve appearances, reduce upkeep, and practically leave the star player unaffected."

Variety is the spice.  I don't care if a bunker (bunkers) appears to have no purpose, if it adds to the visual interest; someone is bound to end up in it at some point and have an interesting shot.  I love to be surprised by bunkers.  Or arrive at an unfamiliar course and finding that it has interesting and different bunker placement than I'd expected.

In general,  courses with little topographic interest benefit from more liberal bunkers and vice-versa.

"...appears to have no purpose..." may be the key here. Most golfers, indeed most golf course enthusiasts, do not have this inside scoop until they speak with the designer. And, the bunker which surprises has, in its own make-up, a purpose, don't you think?
