He might investigate Lakewood Country Club, my home club. The full initiation fee is beyond the $10,000 range, but they offer an introductory one year membership for which the down payment is well below $10,000. There are a number of installment plans available. Their waiting list is short at this time. If traffic is light it should take around 15 minutes to get to the club from Capitol Hill.
Lakewood has a 100+ year-old course, originally laid out by Tom Bendelow, then redesigned in 1916 by Donald Ross, although he was never on site. Later work on some of the greens was done by Press Maxwell. In 2007, the club adopted a new course master plan, which was created by Gil Hanse, who is the club's consulting architect. Progress on this plan is in its beginning phases. The course is very easy to walk. There is an active seasonal caddie program.
Aside from the course itself the club has an active junior program and many family activities.
