I would say you are not looking for a guy "who can move dirt" but rather one who is 1) OK dealing with existing playing corridors surrounded by housing 2) not afriad to think way outside the box (you do not want anything that remotely resembles the previous course) 3) An artist versus a drafting table guy.
Probably a few of those on here. Kurt Bowman would be a good guy if he were still active in design though you'd definitely need a Keiser to his Doak when it came to green contours. Sorry Kurt!
While Jim Lipe might not fit my above criteria at first blush, left to his own devices I imagine his creativity would shine.
