I think that's the point I was trying to make, as well. In normal circumstances, you or I might find the bunkers at a given course as much or more challenging than the normal rough (an inch or two of Bermuda, let's say). When the best players in the world come to town the bunkers will play easier for them than for us. Not a whole lot you can do about that. But you can certain grow in the rough for them.
The result is, at some point the deep rough exceeds the difficulty of the bunkers. Hence the stereotype of Tour players yelling "Get in the bunker!". Nothing wrong with that.
If you make an a priori assumption that a bunker should always be more penal than the deep grass then you end up with ridiculous courses just to make sure the bunker is always the worst place to be.
