This is a new mound on a recently rebuilt green.  There is not a mound closely resembling this on the entire layout.

Need to know way more about the hole - direction of play and a few more pics.

But from what I can see
The mound has an irregular/triangular shaped base and an uneven top - It doesn't look like every other mound
It is only a few feet high - hard to argue that 3' of dirt didn't get piled up in the hundreds of years during it's previous use
And for such a small feature it looks to have a big impact on the way one would play an approach
And if it is different it adds variety

Peeking at the picture properties it seems to be the Tournament (North) course at LaCosta. Hopefully there will be a longer-range picture which puts the mound in context.

Agree with Mike, more information is needed. However, my sole criticism, and it simply may be hard to discern in the picture, is that the green doesn't tie-into the mound as smoothly as I'de like to see. Assuming the green is approached from left of the photo, if the back end acted more like a backstop, gradually rising from the foot of the guy in the navy shirt and becoming more steep, eventually matching the slope of the fringe at the edge of the green to create a more seemless transition.
