Egan at Pebble Beach

I appreciate this is a subject that has probably been discussed a dozen times or more on GCA. So please forgive another airing.
I'm curious about Chandler Egan's work at PB, not so much the specifics of what he did, but why he was engaged in the first place. Mackenzie had remodeled a couple of greens two years before Egan arrived. So why did Mackenzie do so little and Egan so much? And why was Egan brought in at all when other more prominent designers would have been available?

I would suggest that this is simply another example of east coast bias. Couldn't it just possibly be that Egan and Macan were very prominent west coast designers that had important things to contribute?
