Are Par 3s the most utilitarian template holes?

I wonder if we might all agree that few properties offer 18 great natural holes and 'dead zones' are often best utilised as linking holes to get from one potential desirable hole to another. In these types of situations what better than a built Eden or a Redan or some variation thereof? Only the green complex and immediate surrounds need to be created from scratch and the option to have some sort of waste area for part of the carry seems economical compared to fairway.

Yeah, I think so.  But not only from the land perspective.  I think that concept shots that require a certain skill, like rolling the ball on a reverse slope green, or the precision of a short hole make for an interesting shot even in the absence of related shot strategy.
