As for Question one, I think that they have learned over a period of play that they want to stick with the original #1 green, which I'm sure all here will agree with.
As for the tees for #2 right of #1 green, I have played from a couple of them, they are maintained, we played them when going out with one club after playing 36 holes one day. The tees are not usually placed there (if ever, probably not), but they present an option to try over multiple rounds over BD, or for the resort to use for a tournament. It is an interesting shot, a bit longer, a little downhill, with a large swale in front of a hard right to left sloping green.
