I would play the Bay course.  Some really unique small undulating greens, funky bunkering on several holes, and decent views of the bay / marshes not sure what it is.

The Pines is 9 holes of William Flynn, 4 to 7 of the Gordons and several more that were redone when they added the range.

I would play neither of the courses for their peak rates - offseason fine.

Flynn's holes 1-9 on the Pines Course correspond to today's holes 1,2,12,13,14,17,18,16 and 15.

With only one round...I'd play Atlantic City CC.  Of the two Seaview courses, I'd play the Bay.  It is very early Hugh Wilson (1914? likely with Flynn's help) and bunkering by Donald Ross.  It is more open and exposed to the bay and the wind.  The Pines is the more difficult course.  It is a bit of a hodge podge as it was added to and revised over the years.

We only had one day and played them both, enjoyed the Pines but really had fun on the Bay Course.  Both are good but we (my wife and two other Pros) liked the Bay because of it's differences, quirks and playability.
We tried to play another few holes but were unable.
Play BOTH, take a cart on the Pines so you can enjoy the Bay!

I played the Bay course in Fall of '05 and enjoyed it thoroughly.  I can't help to think there's interesting potential for a fun, yet challenging course, in the hands of the right restoration artist.  My questions/comments after playing were:

Has the course recently (in the past 10 yrs.) had any work done to it to restore its historical design (at least a modern interpretation)?  Since it's a Ross (at least partially), has Ron Prichard been there and worked with the hotel mgmt. to restore a D. Ross masterplan... I seem to remember individual hole blueprints on the walls in the lockerroom area?  Was the Bay course constructed on a wide-open plain, which has seen unfettered tree encroachment over the years?  Does anybody know if they've thinned trees... considered doing so... etc.?

If you are going down for an offseason round (I believe around now) I think only the Bay course is open.  In April, I think both open up - this may have changed.

I'd play the Bay again (after playing ACCC for the first time); I played it [Seaview-Bay] once, in April of 2006.  I think the grass wasn't completely out of winter dormancy yet; my impressions; it's an easy walk, it's fun to play, quirky.  Management and staff were good, and the facilities were nice as well.  
There's a good practice area a short walk from the hotel and pro shop.  
In terms of the holes, yes, it's short overall, but considering the small size of the greens and the ever present wind, I feel it makes for a good round.  Many of the greens adjacent to the marsh are difficult to hit in the wind.  I'd concur with Wayne Wiggins that a good restoration would improve the overall appearance of the course.  I seem to remember the par threes playing with a different club each, and in different directions relative to each other, which is something I look for when playing.  
My only criticism is that I feel that in-season rates are entirely too high given the course's conditioning (it struck me as more than a little spotty), but in that particular market, at the shore, it appears many are willing to pay those amounts.  So I suppose it works for many.  Personally, I'd be more inclined to play it on a weekday, a twilight round, or off-season.  I believe weekend rates in season are well over $100, and I feel that's too much for what it is.
