Another architect quote

This architect's book on architecture includes these words:

Not until the game spread to England were bunkers created as part of the strategy during the routing of a course to penalize missed shots.  This design philosophy resulted in courses being built with as many as 150 to 200 bunkers to make sure there was plenty of trouble.

Do you know who it is?

Perhaps it's not surprising.

I first read it to imply a criticism of using bunkers to penalize mishits. That would have surprised me coming from RTJ. But on rereading, I'm not sure any criticism was implied.
