OT--Verifying Raters

I don't know why I am curious because I never will be a rater, but how do courses verify that someone who claims to be a rater is a rater and that he or she is the name they claim to be? I guess that is a two part question.

Raters (at least GD/GW) receive a card each year verifying that they are on the panel. Commonly, when requesting to see a course as a rater the professional will ask for copy of said card.

I was a GD for 25 years and during that time I can count on one hand the times I was asked to produce my GD ID raters card.
Strange, I can't remember if my ID card had my photo or not!

GW cards do not have a photo, but they do have an expiration date (12/31/XX)
