What’s up with the TIO on East Lake #14?

There is a giant green fence in the woods on the right beyond which you don’t need to find your ball. Is this some sort of Christo installation?

Probably a privacy fence from Glenwood Road.

I don't know the intricacies of the property at all, but it didn't sound like a road the way the announcers described it. They said there's the TIO over the fence but then there's OB farther right. As long the rules official believes the ball came to rest in the TIO area, players got a free drop (albeit in the trees).

I’m in Scotland and have no TV in my place so I can’t see it as it is. 


Looking at a satellite image of the area on Apple Maps, there are areas that look like they are used by maintenance.  I can see piles of sand and the like.  They probably put the fence up to keep people out of there and to simplify rulings as it becomes much easier to deal with knowledge or virtual certainty issues if you make the entire area one large TIO.

That area has always been used for maintenance and storage.
