I played there occasionally in the '70s and the one consistent factor I remember is WIND!  That site can really get breezy, must make for difficult maintenance of bunkers.

Bill this is true.

The one place however that always gets the brunt of this afternoon wind is the Tony Lema Course in San Leandro.  Its almost completely unprotected from the stuff when it comes off the bay, especially in the summer time.
