Pretty sure the USGA/R&A ruling covered scale so the level of detail was dialed back. Whether it’s on a phone or sheet of paper doesn’t seem like it would matter, does it?
Oh it absolutely matters. If you're on a screen there is no such thing as scale, you can enlarge the diagram as big as you want with two fingers, and if all the detail is there on the contours, you can read it much more easily. The USGA's ruling was that you can only use a printed book, where the limitation on size makes it harder to read every little contour.
[I found it very funny that their scale restriction for the map of a green was 3/8 " to 5 yards . . . it took me a minute to translate that to how anyone with a planning or engineering degree would describe the scale, which is 1 inch = 40 feet.
