SPDP, when I did the feasibility study for NY Parks after developer bailed, that's what had to done for the most part. The fill that had come in over the years had been placed roughly according to Jack's plan so the big ridgeline mounds where already there. Anyone who knows about landfill courses knows that these big fills are where all the big, ugly stuff is buried (concrete beams, chunks of concrete/rebar,etc) so digging into them would be a terrifying and expensive proposition from a material handling standpoint.
From the rendering posted, it does look like 90% of the routing still follows Jacks original plan. The changes look to be 16, 17 and 18. I reccommended eliminating the "Conference and Banquet Center" and "GM's House" and shifting the 16th to occupy this land. Which looks like it was done. Jack had an awkward par 3, 17th with a walkback to the 18th tees. This has been improved by the tees for 18 being moved up to adjacent to the 17th green.
It was a fun exercise designing a course with in the existing confines of what was already there. Of course, I think my design (which I had to grade out to make sure it worked and to derived a construction cost estimate) is superior. But then what knd f architect would I be if I didn't?
