I wholeheartedly concur with the assessment of Billy Casper on municipal public golf here in Chicago. Two wonderful courses (Forest Preserve National and Highland Woods) had fallen into a state of disrepair due to neglect and/or inability by Cook County employees -- lousy greens, lousy bunkers, lousy overal conditions. Since taking over the Forest Preserve District courses, BC Golf has made marked attempts at improvement. FPN, now called George Dunne, is a Nugent/ Kilian design. When it first opened, people did the Bethpage and parked overnite for tee times (except that times were held for friends of the county employees running the joint). Still ways to go, but they seem to have a plan.
