Paul:

This is the first time menton is made within the Rules of Golf about "marks" or markers on a teeing ground:

"II.  Place of Teeing and Playing Through the Green
7. The ball must be teed within the marks laid down by the conservator of the links, which shall be considered the "Teeing Ground."  The balls shall not be teed in advance of such marks nor more than two club lengths behind them."

This wording is from the Rules of Golf of the links of the Royal And Ancient Golf Club of St Andrews as written in September of 1888.

Tom,

1875, R&A
2.  Place of Teeing
The ball must be teed not nearer the hole than eight nor farther than twelve club lengths, except where special ground has been marked by the Conservator of the Links, which shall be considered the ‘teeing ground,’ and the balls shall be teed within, and not in advance of, such marks.

1888, R&A
7. The ball must be teed within the marks laid down by the conservator of the links, which shall be considered the "Teeing Ground."  The balls shall not be teed in advance of such marks nor more than two club lengths behind them.

Jim:

I used 1888 because that looks like the first time there was no more "clublengths from the last hole" in the Rules and the beginning of the more standard separated teeing ground with markers generally. Obviously the "clublengths from the hole" rule for teeing off had pretty much kept the ball on what would later be considered the green---eg first 15 and then 20 yards from the hole excluding hazards.
