Given Jim's description of the parameters his friends club has to deal with, no problem on land to site it, no problem on $$$ to build it, then the only real question is who will design it? Brian's examples and link to a GCA's web page who is in the business of practice facility design are certainly a good reason to emphasize that with such luxurious budget and land available, one should hire a good archie that specializes in that sort of work. Heck, anyone on this board can come up with grand practice facility ideas. But, how much you spend, and if the design is functional and efficient are best left to those that specialise and have proven track records.
But, to the extent of functionality, what do you need beyond a good teeing line with enough space to move the line forward and back as divots chew it up or, some of that new sport turf to take the wear and tear. If you have enough room to watch the flight of your ball, and a putting green that is maintained at the speed of the course greens, and a pitching-sand bunker practice green, what more do you need?
