I was fortunate to tag along once when James decided to quiz Mr. Youngscap about the intricacies and system design challenges for getting water onto the course at SHGC -- ultimately Mr. Y said "come on I'll show you" -- that was a pretty neat convo/tour to be party to.

There's a thing out there called the High Plains Aquifer (alternatively Ogallala Aquifer) which lies under parts of 8 states, including most of Nebraska -- Mullen is very close to the heart of it.So, the water is right there.
Make creative use of a well, some buried railroad tanker cars, and a couple of
massive Caterpillar generators (diesel, if I remember), and you have yourself a very effective irrigation system in the middle of nowhere!
EDIT: Maybe dreaming this but seem to recollect the well being powered by a windmill...
