Conditioning vrs set-up vrs design

Heard a commentator, can’t recall which one, recently make a comment about conditioning and set-up.
He seemed to imply that they are synonymous. But are they or can they be very different? And what is the relationship of both/either to design?

Who hasn't been out on the course and wonder if the guy who put out the tees had a clue about the weather. Most especially on a crowded day.

I was a club pro for a decade and my experience tells me this. The only way you’re getting through your day without member complaints is to put those tee markers in the exact same spot, every single day for the rest of eternity.

That was our number one complaint.

Lol quoted for truth. One of our pros decided he was going to move all the markers back to the scorecard yardages instead of their vanity positions. We have not heard from him for some time...
Don't play too much golf. Two rounds a day are plenty.
