You cannot " test the condition of the hazard or any similar hazard" while the ball in play is in a hazard. Reread 13-4, in this situation the BIP is not in a hazard is it?

Ed, Rule 13-4 a. states you can not test the condition of the hazard or any similar hazard. Bill said his intent when wiggling his feet to test the condition. It cant be done. You can take a stance, not more.
