The USGA hasn't let speeds in excess of 10 (ahem 13) stop them from pinning slopes.

maybe they are but more importantly they are showing that they are able to present greens at an appropriate speed for the design. They look to be rolling pretty true too.

It does seem to alter the way you have to putt. See a lot of putts turning hard in the last foot or so and coming in the sides
