Tim - I liked a lot of holes at Arcadia Bluffs (2-5, 7, 10-12 and 16-17) so don't mean to bash Arcadia Bluffs as a whole. However, I don't see any strategy on 18.
Tee box is artificially placed on top of ridge and is wholly disconnected from the hole. Yes, it is pretty, but very contrived.
There is no risk/reward or even any thought on where to hit your the drive. The drive just seems to be "avoid the bunkers". The direct line between tee and green along the right of the fairway provides no incentive as it results in a completely blind approach. Play it left and you have a long approach shot. I would love to know the desired line or what the architect was trying to accomplish.
The green has 2 tiers, but nothing else going on. You get caught up in the large incline in the green, but it really lacks any other interest.
Again, just my opinion, but a very disappointing finish.
