There is a silly part to the whole process. Ron Paul was the lone vote against awarding the medal, just as he was against awarding one to Rosa Parks. in both cases he cited the cost to taxpayers as his reason, and on the house floor he reached into his wallet, took out a c-note, and said that if his fellow congressmen wanted to give away such medals they should pay the freight themselves.
But...there is a 30k cap on the cost to produce the medals and that money comes from the U.S. Mint Public Enterprise Fund. Plus, the mint can create duplicates in bronze and sell them to recoup the cost of each awarded medal.
