hazard lines

I have been watching the tournament at Arnie's course.

I am wondering why there is a hazard line painted in the bunker at 17.

The water is a hazard and the bunker is a hazard. So why would there be a line of demarcation?

Both are called "hazards" but different rules apply when a red line or stakes are put on/in the ground.
