This is holes correct? As in the 17th at TOC is the best 17th of all the open venues?

While Nicklaus does mention #4 at Sandwich, he is on record as stating that Sandwich/Royal St. George is one of his least favorite courses in the Open rota. 

In fact, legend (and it could be total b.s.) has it that, the year Nicklaus turned 65, the Open was originally scheduled to be played at Royal St. Georges. This was the final year of Nicklaus' exemption as a past champion and likely the last year he would appear in an Open. Nicklaus made it known he would probably not come over to play in the event if it was held at Royal St. Georges, since he did not like the course. Because of this, the R&A decided to hold the Open that year at St. Andrews, to make sure Nicklaus would show up for his Open farewell.

I think the main difference I have is the 11th - I cant see how he could go past TOC's P3.

I think the strongest holes to choose from are the 1st = Royal Birkdale / Royal Liverpool / TOC / Royal St. George's and 18th = Muirfield / Carnoustie / TOC etc

I presume he's only included those on the current rota ?

Every Open in a year ending in zero or five has been awarded to St. Andrews since 1990 and looks to be a set pattern for quite some time. Since Jack was born in 1940, this also coincides with the years that his age reaches a year ending in zero or five.

Royal St. Georges got the 2003 open. I would have guessed that probably would have been awarded prior to St. Andrews given 2005.

So I can't see any other venue being remotely considered for that 2005 event.
