I am a GD panelist for what that's worth. The reason courses are just evaluated on the finished product is that otherwise you would essentially have to get "before and after" ratings for each club on the remodel listing. Unless courses want to give GD "notice" about their renovation plans that can be rather challenging to do.

My opinion is that sometimes the Best New lists suffer a bit because the first ratings for each course tend to come from local raters. How many people do you think played and rated Rock Creek, Martis Camp, and Pikewood National? I wouldn't be surprised if Cornerstone held its own with that group as well from the #4 position. If the groups of raters at each course is mostly different, even if they are using the same system, that can create some challenges with these early lists.
And given that very few of us have played it, I also think Pikewood National looks like a cool place and I had certainly heard of it before--maybe it is that good.

I'm admittedly not a big fan of the Dye Course at French Lick either. It has created very mixed reviews amongst others I have talked to. This group has not been particularly kind to Pound Ridge either. Perhaps this wasn't the best year for new public offerings? Although I must admit, the majority of golfers I've heard from like Palouse Ridge, so your opinion might be an outlier (as mine appears to be for French Lick given its #1 ranking).
