A few comments about BC:

1.  The day I played it (September-ish) the wind was SUBSTANTIALLY less than at the resort.  The property is very protected from the ocean breezes, so I'd guess that is pretty consistent.
2.  The clientele summertime I'd guess to be 20-30% resort caddies.   That is caddies passing up free golf at the resort to pay to ride at BC!

3.  Is it in the same league as any of the resort courses?  No (I really didn't care for the 5th hole and subsequent transition to the MUCH better 9 hole stretch #6-13).  BUT, it is a nice diversion from the walking at the resort.  Would I skip a day at the resort to play it?  Absolutely not, but for an extra day or half day in the neighborhood (preferably in the middle of the stay to give the feet a rest) it is a great track and priced appropriately.
