I don't think the article was tongue in cheek.  But look what the writer did:

He outraged the GCA types, stirring them to action with emails, posts, complaints.  

He probably got knowing, chuckling nods of approval from the non-GCA folks, who on my guess make up 95% or more of the golfing public.  

He got noticed, talked about, and remembered.  No milquetoast there.    

Successful article, from his and his publisher's point of view.  That guy might go far.

The average golfer around the world expects tournament courses to be green & lush. A few of my friends, lesss interested in GCA, commented on how 'brown' the course looked, not believing that a major course should look like that.

It was the same at Royal Lytham & St Anne's the year Tom Lehmann won. Many commented on what they thought was poor maintanence, not realising that 'good' maintanence does not always mean a 'green' course.

If the author of this article understood links courses, he would notice that the courses on the Open roto are all quite different to each other.
