What is the "Highest and Best" use for magazine ratings?

I don't know about Best, because I think ZigZag has always made a pretty good product, but I guess you could roll up some ganja in it to qualify for the Highest part.

I've never tried it, but who knows, maybe it will finally make a decent use from the list. Be cool if one of the mags could get ZigZag to sponsor and then make a Big Bambu type list.
