The referenced property for Kidd's proposed course in the east bay is in the hills above Hayward and has been in the works in various guises for over 10 years, and probably closer to 15.
It is a fairly severe site, which has had something to do with the protracted approval period, and I believe has a strong pad-graded residential component. Of course, I'm not privy to the current plans so that may have changed.
At one time, my former employer worked on this project, then, and Les Claytor from PGA Tour Design Services can confirm or deny this, it was taken on by that entity as one of their designs, to now being looked at by Kidd.
A checkered past and a tough site, but hey, the developers have been tenacious and the views are sure to be magnificent, but I would hazard to guess that it may be one of a growing list of newer Bay Area courses that is built for the exclusive use of cart ball; a walkable course is possible but probably would make for a strong cardio work-out.
