When was the last time a US or European Tour event was played on a sub par 70 course?

I'm sure somebody will discount this and I'll bet even odds I am wrong, but I could swear that when Ian Baker-Finch won the Open Championship at Birkdale they played it as par-69. Is there any chance this is correct??

Sorry Tony, but it was a par 70 when Ian Baker-Finch won the Open Championship with a score of 8 under par (272).

I knew it. The most recent Birkdale Open was at par-70, but I don't know why I thought IBF's was at 69. Oh well.
