I suspect that they never finished the 18, owing to the location (middle of nowhere.)

We have two prisons between Buffalo and the PA border, on I-90. The first is visible from the 90, and is a shock incarceration center. The second is located inland, about two miles from the present Gowanda country club.

If you read this Wikipedia entry, you see that the hospital grounds were consumed by the prison, which probably necessitated the selection of the other piece of land, a few miles away and currently this place http://www.gowandacc.com/

As for Morgan, this is not the same CBM/SR-proposed course from north up Transit Road, nearer to present-day Brookfield Country Club. I've not heard of this one, and wonder if any shovels hit the ground.
