I basically agree with Randy. Probably not a true design issue and it may have as much to do with it as course maintenance and evolution.
For instance, it appears there may be some mowing issues, as middle tee aims a bit left of center. It may be possible that new mowing pattern would help a potential alignment problem?
It also appears as if tree growth since opening has potentially made a line further right difficult, as it may be blocked by a tree.
Of course, its hard to tell anything from the aerial view, and I have never been there, so the above is just an educated guess. Just goes to show a golf course design can subtly change years after you finish it, and in most cases, you never know it.
