I believe it is a hole at Princes - the coast at Ramsgate seems too close for the hole to be at Deal. This is a view from a Luftwaffe overflight in 1940. The bunker arrangement is nearly identical to the painting as well as the shape of the one on the front right.

I have no idea as to the hole but the angle of the painting is more from the Princes area than the Deal area I would suggest.

Well done Craig.
This is the old Princes third, a par 3 shorter than the 8th playing in the same direction. The position of the 4th tee fits.
I have a better plan at home, but you can get an idea of the routing here.

 The course started from the old clubhouse off the right edge of the card. The building in yellow is the new Clubhouse site.
 
Today its Shore 3, which also plays from the right of the original picture. Much of the land to the right of the new road is reclaimed since the course was built.
