The wall was built in 2009, so it happened in the pre-President Trump era.
Fascinating story, and there is a video of the owner. It is not clear what lead up to the decision to build a wall around his course:
But when the fence came in, it was a deterrent. Patrons had to drive through a gap in the fence to reach the clubhouse, and when they did, in 2011 at least, they could sometimes hear gunfire from a drug cartel turf war raging on the Matamoros side.

And the Tuesday "The Daily Show" had an interview with owner of the River Bend course in the same city, who's track might meet the same fate.
