Ed,

Rule 13-4 a. states you can not test the condition of the hazard or any similar hazard.

Bill said his intent when wiggling his feet to test the condition. It cant be done. You can take a stance, not more.

You cannot " test the condition of the hazard or any similar hazard" while the ball in play is in a hazard.

Reread 13-4, in this situation the BIP is not in a hazard is it?
We have a pool and a pond, the pond would be good for you.

Bill was replying to Jon, who was asking what happened if your ball was IN the bunker. Bill also states it is the bunker you are about to play from. Reread starting with Jonīs question.

When you take your stance and wiggle your feet to get below the surface of the sand (as advised by every instructional guide in the history of golf), you cannot help but get a feel for the sand.

Bill,

Two aspects to this. First, intent is important. You mentioned your intent was to test. That is a penalty. Of course, if you are just taking a stance, and in doing that you get a feel, that is fine. This might make you a bit more careful as to what you do when taking a stance or what you say to a competitor.

Second, there is a fine line between taking a stance and building a stance. The article linked below is interesting. You are fine with what you said, wiggling your feet to take a firm stance. But if you wiggle excessively you are not.
