Not sure what type of cart paths you are talking about, but I think Pinehurst #2 has paved paths near greens and tees and unimproved paths of sand and gravel in other places. I managed to find a few of those when I recently played. There are, at the very least, areas specifically for cart travel around the course because carts are not allowed off those areas.
