Interesting you say that. When I lived in the US this was often what we did rather than go through the process of figuring the handicap at a particular course. We just played off indexes and allowed the person who received strokes to take them when they wanted so long as it was announced before teeing off on the hole. Everybody seemed happy with this. Of course, these days, I much prefer Sunningdale Rules: no shots until a player goes two down and shots given until the player is back to one down. This keeps things friendly and competitive.
