Agreed,

He had a similar scenario like this two weeks ago at Quail Hollow.  Initially, I thought he was waiting for the green to clear, but a pan shot showed it was clear.

They should time all golfers over the first three events. Then put shock collars on the slowest 20%. Give the remote to the fastest 20%. Then see how it plays out.
