I think it could be said that either end of the spectrum promotes the most creativity. Places like Shadow Creek or Whistling Straits had unlimited budget and it would be hard to say they aren't two of the more creative courses built.
On the other end of the spectrum, I'm pretty sure Sand Hills was built on a very miniscule budget. The creativity there, was not what was built with a bulldozer, but finding the best routing and use of existing land.
