Based on the photo tour, I would say that $33 is appropriate.

I don't want to criticize Frank's photography; I think he captured the course as it's found and played by many. A few notes and background that might be helpful:
-- SH is a true muni. It's the crown jewel, so to speak, of the Cleveland metro-parks golf courses, but it's not going to be in the condition of its contemporary and nearby golfing neighbors, by any means (Kirtland, Canterbury, Pepper Pike and The Country Club). In some respects, and I think this is pretty evident in some of Frank's pics, the maintenance budget may well help the course play fairly fast and firm through the green.
-- Thompson routed the course in an interesting way, in that you move in and out of those ravines throughout the round. To me, it has a nice ebb-and-flow to it -- the kind of thing that may be hard to capture in pics, but is evident when you play it.
-- I think the greens here are under-rated, and like many photo threads, greens without grand contours often photograph as flat, dull things. To start, the greens aren't all that big -- they can be tough to hold with an approach shot. Second, they have subtle rolls and tilts that probably can only be appreciated by playing the course, as opposed to looking at pics. They may look like simple ovals, and they are certainly not the best set of greens around, but they are plenty challenging.
-- As I've noted, I do think the cart paths are awful, and should just be torn up and replaced with gravel/dirt mixture. I get that the course, as a muni, probably has to rely on some level of cart traffic. But there's no need for them to be winding all over the course, interrupting views and occasionally coming into play. It's a pretty smart golfing set that plays SH for the most part; even though it's a muni, you're not getting the hacks at SH, and they'd know how to drive their carts appopriately without all those ugly paths.
