Yes, I believe so.  Some of my favorite golf books cover the early history of Pebble, Cypress and the Monterey Peninsula.  Very interesting to see how architects viewed the raw land there.

That plan is on page 37 of Geoff Shackleford's must have book, Alister Mackenzie's Cypress Point.

According to the book, this plan was the first routing proposed by Mackenzie during a trip in February 1926.  By the time he returned in 1927, a number of changes were made:

The second was no longer a split fairway par 5.
#6 was no longer a par 3 followed by a par 4 #7.
#12 and #13 were par 5 and par 3 rather than the eventual pair of par 4s.
#14 was to be on the coastline but was moved inland to keep the 17 Mile Drive in place.
#16 became a par 3 rather than the par 4 shown on the plan.

This is all right out of Geoff's book.
